This study, funded by the Charles Stewart Mott Foundation can be used by community college administrators, practitioners in adult education, workforce development and occupational and technical credit programs as a guide to creating and maintaining strategies that create pathways for low-skilled adults to obtain certificates and degrees.

Correctional Education as a Crime Control Program
2004
This study compares the cost-effectiveness of these two crime control methods - educating prisoners and expanding prisons. One million dollars spent on correctional education prevents about 600 crimes, while that same money invested in incarceration prevents 350 crimes. Correctional education is almost twice as cost-effective as a crime control policy.

This handbook is designed to help community-based organizations that provide adult education to improve their program quality.
